Rosselkhoznadzor considers it necessary to inform participants of foreign economic activity about the current situation with the supply of seed potatoes from EU countries, in particular from Germany.
Taking into account the interest of Russian and German business, representatives of the Rosselkhoznadzor in the period from 17 to 21 December 2019, at the invitation of the Federal Ministry of Food and Agriculture of the Federal Republic of Germany, were ready to carry out pre-shipment control of consignments of seed potatoes in Germany intended for delivery to Russia, in accordance with with the provisions of the Rules *.
The German Ministry unexpectedly officially refused the visit of the delegation of the Rosselkhoznadzor to Germany and proposed to conduct a system audit at a convenient time for them.
It is worth noting that the earlier competent authority of the Netherlands also announced that it was not ready to receive representatives of the Service for pre-shipment control of consignments of seed potatoes intended for shipment to the Russian Federation. The Dutch side noted that it could only conduct a system audit.
It should be borne in mind that other EU countries agree on the need for control of parties sent to Russia. So, the Rosselkhoznadzor in accordance with the provisions of the Rules from the beginning of 2019 carried out pre-shipment monitoring of seed potatoes in Finland, planting material in Belgium, France, Poland, Hungary, Spain, Italy, Austria.
The Rosselkhoznadzor asks participants in foreign economic activity to take this information into account when forming an application for the import of seed potatoes to Russia.

Starting July 1, 2013, there are temporary restrictions on the import of potato and planting material from EU member states to Russia. This measure was introduced in connection with the spread of quarantine facilities for Russia in the EU and the inefficient work of the competent authorities of the EU member states that are not able to guarantee the absence of quarantine facilities (even if each batch is accompanied by a phytosanitary certificate) in the exported products.
