Despite the fact that after the introduction of sanctions against Russia, the Government devoted all its efforts to the restoration and development of agriculture, the industry is still extremely unstable. Support measures are being developed to stimulate the agricultural sector.
Directions of farming
Before applying for state support, the agrarian should familiarize himself with the classification of works, since grants and grants will depend on the direction of activity.
Types of agricultural work include storage, sale and transportation of finished products, as well as processing and production of products.
Separately, there is a distribution according to the territorial location of the enterprise:
• on the border of settlements;
• based on existing farming;
• turnkey construction;
• arrangement of an agricultural holding far from settlements with an extensive list of activities.
Accordingly, subsidies to farmers are provided in specific areas: compensation for the cost of fertilizers, for the purchase of farm animals, for the rental of premises, for the development of finished territories, investments for the modernization of production and partial reimbursement of construction works.
Beginner Farmer
Analysts say 1/3 of the total farm production is in small farms. Therefore, in 2019, the Ministry of Agriculture not only increased the amount of subsidies for beginning farmers, but also expanded the list of goals for which the grant funds can be directed.
Now there are two target areas:
• improvement of living conditions;
• modernization of the economy.
To improve everyday life, the total amount of subsidies is provided in the range of 250 rubles, within the framework of which it is possible to carry out repair work in a residential building, purchase housing or freight transport, provide the farm with household communications, and pay off a mortgage loan.
The amount allocated for the modernization of the economy is in the range of 1 to 500 rubles and can be spent on improving communications, repairing production facilities, purchasing high-quality planting material and fertilizers, developing projects for future buildings, purchasing production equipment, animals, land plot.
Not every farmer can get a subsidy, but only one who will meet a number of conditions:
• relate to small businesses;
• have agricultural experience exceeding 10 years;
• an entrepreneur must have a higher education in the agricultural field;
• the entrepreneur must provide letters of recommendation from places of previous employment;
• it is necessary to draw up a competent business plan;
• the farmer must have his own funds to invest at least 1/10 of the costs;
• Entrepreneurship experience should be at least 2 years;
• the farmer will have to confirm the sources of product sales.
In addition, it is desirable that the category of farming is relevant and in demand for a particular region.
Family livestock farm
Another starting step for the farmer is the creation of production, on which the whole family will work. When the number of livestock exceeds one hundred heads, it is permissible to temporarily attract hired workers to help, but not more than 5 people.
Assistance to such an enterprise will amount to no more than 30 million rubles and should cover about 60% of all expenses. At the same time, the remaining amount not only falls on the shoulders of the farmer himself, but also a quarter of the funds should be available at the time of receiving the subsidy.
Key requirements for issuing assistance are as follows:
• farm workers must be relatives;
• Mandatory Russian citizenship and the presence of a residence permit in the region where the enterprise is located;
• direct participation in doing business;
• the presence of another family business that has been operating for more than a year;
• The subsidy received should be the first for the farmer.
Subsidies to peasant farms
The federal project provides grant support to peasant (farmer) farms. An amount of 1 million rubles is proposed subject to the mandatory creation of a workplace for every million grants taken. And you can also get 4 million rubles, but from them you will have to pay 25-50% to the fund of the agricultural consumer cooperative, of which the farmer must be a member.
To receive this grant, the farmer will need to submit to the regional competitive commission projects for the development of his own economy, as well as a cooperative in which funds will be invested.
In order for a large agricultural holding not to receive a grant, the applicant must meet certain parameters: if it is a peasant farm, then it should meet the criteria of a microenterprise, if SPOK, then it must comply with 209-FZ of July 24.07.2007, XNUMX regarding small business.
Another program involves supporting SPOK in two areas:
- compensation for part of the costs from the sale of agricultural products received by other members of the SPOK;
- reimbursement of expenses in the amount of not more than 50% for the purchase of farm animals and equipment for the members of the SPOK or the provision of services to them.
The program is intended to help in the sale of products produced by farmers, mainly private farms, as well as to unite disparate farmers in cooperatives.
Small and medium-sized farmers are subsidized by the specific amounts of money necessary for the development of their enterprises, because when the profits increase, both the farmer and his investor, the state, will remain in profit.
The procedure for allocating subsidies today is such that eliminates the likelihood of misuse of funds. Each farmer will be required to provide a business plan, and, subsequently, receipts for each spent ruble. Thus, the entrepreneur himself will clearly see the strategy and development opportunities of his enterprise, and the state will be confident in the reliability of the invested funds.
