Compensation to farmers for losses associated with rising fuel prices is planned according to the rules for the distribution of subsidies for the provision of unrelated support in the field of crop production.
This was reported to "Agroinvestor" by the representative of the Ministry of Agriculture. According to her, the issue of allocating funds for these purposes from the reserve fund of the government is now being decided. “After adjusting the regulatory legal acts, the allocated financial resources are planned to be promptly brought to the agrarians,” the representative of the agrarian department promised.
The rules for the distribution of unrelated support provide for the allocation of subsidies per 1 ha as a reimbursement of costs for agricultural work and increase soil fertility, as well as seed production.
The Ministry of Agriculture, with the support of the Ministry of Finance and the Ministry of Economic Development, has developed a bill to supplement this list with the third paragraph - on compensation to agricultural producers for part of the costs associated with the acquisition of 1 ton of diesel fuel for seasonal field work. However, as indicated in the project passport, the departments have now refused to continue its development. The Minister of Agriculture and Food of the Omsk Region Maxim Chekusov confirmed on Friday that funds will be distributed per hectare.
At the same time, according to him, the final technique is still unknown. “This is not so simple - a number of enterprises purchased fuel and lubricants before the new year at old prices, fuel consumption differs when working with different cultures. All this will be taken into account, ”TASS quoted Chekusov as saying. As previously reported, the Ministry of Agriculture plans to receive 5 billion rubles. to reimburse farmers for the purchase of diesel fuel. However, the timing of the transfer of subsidies and their size for each region, the representative of the federal department refused to name. Nevertheless, according to Chekusov, the decision by the government has already been taken. “Rising fuel prices hit the economies of our farmers and farmers.
The head of the region, Alexander Burkov, repeatedly appealed to the Federation on this issue, and finally the Russian government decided to allocate additional funds for unrelated support for the purchase of fuel and lubricants.
In total, 5 billion rubles will be allocated for the country, of which the Omsk Region will receive 204 million rubles, and the region itself will co-finance another 33 million rubles, ”Chekusov said. According to him, the region spends annually about 80 thousand tons of diesel fuel and 4 thousand tons of gasoline, totaling about 1 billion rubles. “If we talk about sowing, then there were significant losses due to rising prices, which are just estimated at about the amount of support,” the head of the Omsk Ministry of Agriculture calculated.
Another 20 million rubles. fuel will be allocated to agricultural producers in the Pskov region. “In response to the appeal of the interim governor Mikhail Vedernikov, the Russian Ministry of Agriculture allocated 20 million rubles to the region. to reimburse expenses for fuel and lubricants in connection with an increase in fuel prices, ”said Nikolai Romanov, head of the regional agricultural department, to TASS. In addition to this amount, farmers will receive another 1,8 million rubles from the regional budget.
“Now agricultural enterprises will be able to calmly complete the harvesting of feed, harvest and begin the autumn sowing,” Romanov expressed confidence. In total, the Agriculture Ministry estimates the losses of farmers to June at 12 billion rubles, said Minister of Agriculture Dmitry Patrushev at a meeting with President Vladimir Putin on June 29. Later, during a meeting of the State Duma Committee on Agrarian Issues, he named the amount of 10-11 billion rubles. and admitted that it is unlikely to fully compensate for all the losses, since "no one will give us these 10-11 billion."
Moreover, the estimates of regional authorities are significantly higher. So, the announced calculations for only three regions exceed the amount mentioned by Patrushev. As the Governor of the Krasnodar Territory Veniamin Kondratiev stated at the end of June, if the current situation with high prices for fuel and lubricants persists, the region’s farmers will have to spend an additional 3,9 billion rubles. The head of the Stavropol Territory Vladimir Vladimirov estimated the increase in costs of farmers due to rising prices for fuel and lubricants at 6 billion rubles, the Ministry of Agriculture and Food Production of the Rostov region - at 3 billion rubles. According to the head of the Ministry of Energy Alexander Novak on Friday after a government decision to freeze prices since the beginning of June, retail fuel prices have ceased to grow, while wholesale prices have declined.
He promised that the increase in fuel prices this year was stopped and, according to the results of 2018, will not exceed the inflation rate. Nevertheless, prices ceased to increase at a level significantly higher than last year: according to the agrarian department, by mid-June diesel fuel cost 27,9% more than a year earlier - 52,5 thousand rubles per ton, gasoline went up by 21,9 , 56,5% to 13.07.2018 thousand rubles / t. XNUMX/XNUMX/XNUMX.
