In 2021, within the framework of the agricultural insurance system with state support, farmers in 39 regions of the Russian Federation received compensation for damage from natural and natural disasters. The largest amount of insurance payments was transferred to the farms of the Stavropol Territory, Samara and Voronezh Regions, follows from the data of the National Union of Agricultural Insurers.
According to the NSA, in 2021, agricultural insurers transferred 3,5 billion insurance compensation to farmers under insurance contracts concluded with state support. 3,1 billion rubles were transferred for the lost crops. Another 379 million rubles were paid for the loss of livestock, 58 million rubles for fish insurance.
Among all the regions where agricultural insurance was organized with state support, the Stavropol Territory stands out with the maximum payments, where the agricultural insurers of the National Insurance Agency transferred 2021 billion rubles to farms in 1,346, which is 49 million rubles more than they collected insurance premiums in the region for the year. “The Stavropol Territory experienced a catastrophic drought in 2020, which led to large-scale insurance payments to the region's farmers in the amount of about 2 billion rubles. – as a result, the region doubled the insured area for the 2021 harvest. In total, for the last year's harvest in the region, policies were issued on subsidized terms for 692 hectares, or 23% of the region's sown areas, some of which also suffered,” commented the President of the NSA.
The second in terms of insurance payments in Russia is the Samara region (394 million rubles), the third is the Voronezh region (297 million rubles). These payments are also associated with the loss of crops - with drought and with the death of winter crops. The top five also includes the Bryansk region, where 274 million rubles of payments were transferred for livestock insurance, and the drought-affected Republic of Tatarstan (200 million rubles, payments mainly for crop loss and 3,4 million rubles for the death of a bird as a result of a fire in one of shops of the poultry enterprise).
Significant payments under agricultural insurance contracts with state support were received by the farmers of the Republic of Mordovia (139 million rubles), Tambov Region (88 million rubles), Perm Territory (85 million rubles) who lost their crops. In the Kursk region, compensation to farms amounted to 80 million rubles - 40 million for damage from the loss of crops and 40 million for the loss of livestock. 78 million rubles were received by the farmers of the Republic of Bashkiria, which suffered last year from the drought.
“It should be noted that crop insurance payments in some regions have reached significant levels, although the coverage of crop production by insurance is still quite low - as, for example, in the republics of Bashkiria and Tatarstan. This shows the effectiveness of the crop insurance system for farmers who have purchased insurance policies in a timely manner,” emphasized Korney Bizhdov, President of the NSA.

According to Federal Law No. 260-F3 "On State Support in the Field of Agricultural Insurance", in Russia, within the framework of a centralized system, state support is provided for insurance of risks in crop production, livestock farming and commercial aquaculture. Since January 1, 2016, a single all-Russian association, the National Union of Agricultural Insurers, has been operating on the agricultural insurance market with state support. Only insurance companies-members of the union have the right to conclude insurance contracts with state support; insurance is carried out on the basis of uniform standard rules for each insurance program.
