The Council of the Eurasian Economic Commission has made changes to the procedures for the implementation of quarantine phytosanitary control (supervision) at the customs border and the territory of the Eurasian Economic Union, the press service of the EEC reports.
Now, when conducting quarantine phytosanitary control, it is allowed to use a phytosanitary certificate and shipping documents issued in electronic form. In electronic form, it will be possible to draw up the results of this control. At the same time, the possibility of using documents on paper is preserved.
“Changes to the regulatory legal acts of the Union in the field of plant quarantine will make it possible to establish the possibility of using documents in electronic form, minimize the circulation of fake or invalid phytosanitary certificates and thereby increase the effectiveness of quarantine phytosanitary control and create favorable conditions for market participants,” emphasized Victor Nazarenko. “This decision is the result of the systematic work of the Commission and the authorized bodies for plant quarantine of the EAEU countries, which are aimed at a gradual transition to the use of documents in electronic form.”

The decision of the EEC Council was prepared in accordance with the amendments to the Treaty on the EAEU concerning the use of the phytosanitary certificate in electronic form by the authorized bodies of the Member States for plant quarantine. This decision of the EEC Council was signed by the heads of the EAEU states on December 10, 2021.
