The Ministry of Agriculture is developing a federal project to increase the production of vegetables and potatoes, as well as expand the infrastructure for storing and selling these products.
Within the framework of the project, personal subsidiary plots (PSH) will receive assistance from the state for the first time. This was stated by the Minister of Agriculture Dmitry Patrushev at a meeting of Russian President Vladimir Putin with the government on November 10.
Traditionally, most of the fruits and vegetables and potatoes are grown in the households. Over the past five years, the production of potatoes in household plots has decreased by 19%. By 2025, if this trend continues, they will account for less than 50%.
The Ministry of Agriculture, together with the Ministry of Industry and Trade and the regions, in order to increase the supply of potatoes from private household plots on the market, are planning to organize direct deliveries of products of small producers (including private household plots) to trade enterprises, fairs and markets.
Also, in order to increase the production of vegetables and potatoes from 2022, the Ministry of Agriculture of the Russian Federation plans to introduce the following measures to support producers: 1. Conducting reclamation measures related to the involvement of agricultural land in the turnover for vegetable growing and potato growing. 2. Increase in the amount of compensation for a part of direct costs incurred for the creation or modernization of vegetable and potato storage facilities. 3. Introduction of direct support measures for vegetable and potato producers aimed at increasing production volumes (the amount of support will depend on the volume of production produced). 4. Granting subsidies to citizens who run their own subsidiary plots and produce potatoes and fruits and vegetables.
According to the calculations of the department, this set of measures should have a positive effect on production volumes.
