Instead of grant support for complex scientific and technical projects, they will now subsidize the reimbursement of part of the costs of their implementation.
Changes have been made to the Federal Scientific and Technical Program for the Development of Agriculture for 2017–2030 - the corresponding decree of the Russian Government was signed by the head of the Cabinet of Ministers, Mikhail Mishustin.
As noted in the explanatory note to the document, it was developed with the aim of implementing the Doctrine of Food Security of the Russian Federation, taking into account the changing geopolitical situation.
The new edition has updated the target indicators and indicators of the FSTP and its subprograms and their meanings. The program has also been supplemented with new subprograms: “Development of selection and seed production of grain crops”, “Development of selection and seed production of vegetable crops”, “Development of selection and seed production of corn” and “Improving the genetic potential of dairy cattle”.
Also, FSTP was supplemented by a parent scientific organization - the National Research Center "Kurchatov Institute" with the corresponding functionality.
In addition, the mechanism for financing complex scientific and technical projects participating in the implementation of the program is changing. If previously such projects were financed through grant support, now subsidies will be provided to reimburse part of the costs of their implementation, provided that the project customer achieves the full indicators of its project in the calendar year preceding the year the subsidy was provided.
It is expected that changes to the Federal Scientific and Technical Commission will help improve the characteristics of domestic seed and breeding material and achieve the goals of import substitution in agriculture.
