The Association of Peasant (Farmer) Farms and Agricultural Cooperatives of Russia (AKKOR) has repeatedly raised the issue of excessive control and supervisory burden on small farms. In particular, the introduction of FGIS "GRAIN", "CERBER", "SATURN". Recently, a pool of administrative barriers has already formed over small forms of management, including those associated with the introduction of digital systems that regulate each action. The requirements are often not commensurate with the capabilities of farms.
At the 33rd ACCOR Congress in February this year farmers spoke about contradictions between various federal departments, bureaucratic difficulties for agricultural producers and the need for a special procedure for the introduction and operation of information systems for the traceability of grain, pesticides and agrochemicals for small farms.
All offers included to the Resolution of the Congress of the Association. Thus, it was proposed to “postpone the deadlines for the mandatory registration of small businesses in the FSIS for the traceability of pesticides and agrochemicals until amendments are made to the relevant law”; “impose a moratorium on fines for small businesses related to the use of the FSIS “CERBER”; “to cancel for agricultural producers with up to 500 hectares of sown area the introduction of the FSIS “Grain”, with the obligatory entry of data on grain when receiving, shipping, transporting and selling grain with the issuance of SDIZ (shipping documents for grain or products of its processing).”
Also, ACKOR proposed to reduce the administrative burden on the activities of peasant (farm) enterprises by the Rosselkhoznadzor, Rosprirodnadzor, Rospotrebnadzor by changing the current procedure for inspections to a declarative one.
These problematic topics were raised on May 13 at the first meeting of the established working group on the functioning of small farms in the countryside under external sanctions pressure under the leadership of the Deputy Prime Minister of the Russian Federation Victoria Valerievna Abramchenko. It is especially important that the working group included the First Deputy Chairman of the State Duma Committee on Agrarian Issues, the President of AKKOR Vladimir Nikolaevich Plotnikov and heads of eight regional Associations from all districts, directly farmers.
Thus, the participants of the last meeting again called the implementation of the new law “On the safe handling of pesticides and agrochemicals” a difficult issue. The president of ACCOR V.N. At the meeting, farmers also proposed to delay the introduction of electronic systems.
This issue is especially relevant now, when agrarians face difficult tasks to ensure the food security of our country, address social issues, employment in the countryside, and others.
At the government level, the proposals of small agricultural producers have been heard. Currently, work is underway to delay the introduction of these systems. This information, in particular, was confirmed during the meeting held this week on the issues of providing farmers with plant protection products and mineral fertilizers.
Currently, the Ministry of Agriculture of the Russian Federation is preparing amendments to federal laws No. 19.07.1997-FZ of July 109, 28.06.2021 (as amended on June 14.05.1993, 4973) “On the safe handling of pesticides and agrochemicals” and No. 1-28.06.2021 of May XNUMX, XNUMX (as amended on June XNUMX, XNUMX). XNUMX) "About Grain". Registration in all FSIS systems - "GRAIN", "CERBER", "SATURN" can be postponed for a year both for small forms of business and for all agricultural producers.
