The head of the Amur Region V.A. Orlov held a working meeting on the issue of increasing the production of potatoes and vegetables in the Amur Region. The meeting was attended by Deputy Chairman of the Government of the Amur Region A.V. Nesterenko, Minister of Agriculture of the region O. A. Turkov, Deputy Minister V. N. Gutnik, head of the crop production department Yu.V. Polozhieva, heads and specialists of agriculture departments of Arkharinsky, Belogorsky, Blagoveshchensky, Bureysky, Zavitinsky, Zeisky, Ivanovsky, Konstantinovsky, Mazanovsky, Romnensky, Seryshevsky, Svobodnensky, Tambov, Shimanovsky districts, representatives of federal institutions, as well as heads of agricultural organizations and heads of peasant ( farms) farms that grow vegetables and potatoes.
A report on the strategy for the development of potato and vegetable growing in the Amur Region, as well as on measures of state support aimed at ensuring sustainable production of potatoes and vegetables, was made by the Minister of Agriculture of the Amur Region O.A. Turkov
He noted that great attention is paid to the development of the potato and vegetable growing industry in the Amur Region.
104 agricultural enterprises are engaged in the cultivation of vegetables and potatoes in the Amur Region, of which 57 are engaged in growing potatoes, 5 in vegetables and 42 in potatoes and vegetables.
At present, the level of self-sufficiency in indoor vegetables is 27%, outdoor vegetables, according to rational consumption rates (based on 140 kg per capita) - 42%, the rest is imported from other regions and from abroad (of which 95% China).
The regional level of self-sufficiency in potatoes due to the production of all categories of farms, taking into account personal subsidiary plots of citizens, has always exceeded 100%, however, self-sufficiency in potatoes due to agricultural organizations, peasant (farm) households, including individual entrepreneurs, in accordance with rational consumption rates (based on 90 kg per capita) reaches 30-40%.
Oleg Aleksandrovich reported that this year the Ministry of Agriculture of the Amur Region has developed a regional concept for the development of potato and vegetable growing in the Amur Region for the period until 2025, which provides for measures aimed at increasing the production of potatoes and vegetables, which will help to increase the supply region with products of its own production.
As a result of the implementation of the measures developed in the concept, by 2025, an increase in the volume of potato production by agricultural organizations, peasant (farm) households and individual entrepreneurs will be ensured - up to 44 thousand tons, open field vegetables - 16 thousand tons, vegetables in protected ground 3,3, 2 thousand tons, and subject to the introduction of the second stage of the greenhouse complex - 5,7 thousand tons. The level of self-sufficiency in vegetables and potatoes of the population (for personal consumption), according to rational consumption rates, due to the production of agricultural organizations, peasant (farm) households and individual entrepreneurs in 2025 will reach 18% for vegetables and 57% for potatoes.
The Minister stressed that in order to prevent the emergence of a deficit, and to ensure the necessary increase in domestic production of vegetable and potato products in order to ensure food security and complete replacement of imports, measures of state support are envisaged.
Among the current measures of state support, this is support in terms of elite seed production (rate of 50 thousand rubles / ha); grant support to peasant (farmer) households and cooperatives; concessional short-term and investment loans for the development of vegetable and potato growing (at a rate of no more than 5%); reimbursement of part of the cost of purchasing electricity and heat used for production purposes.
In 2020, to support the direction of vegetable growing, potato growing, the range of state support measures was expanded. Currently, documents are under approval to support the production of open field vegetables - 20 thousand rubles per 1 hectare; reimbursement of part of the costs for the purchase of agricultural machinery and equipment (potato harvesting equipment, equipment for receiving, processing and selling vegetable and potato products) - 50%, as well as for the purchase of equipment for washing and packaging vegetables and potatoes - 70%; cheaper construction and reconstruction of vegetable and potato storage facilities (compensation - 50%).
It is also planned to envisage the following measures of state support from the federal budget: for the construction (modernization) of potato and vegetable storages, increase the reimbursement of part of the direct costs incurred for the Far Eastern Federal District up to 50% (currently - 20%); renewal of state support in the direction "Creation and (or) modernization of greenhouse complexes for the production of vegetables in greenhouses", and provide for reimbursement of 50% of direct costs incurred for the subjects of the Far Eastern Federal District; reimbursement of part of the cost of purchasing electricity and heat, or provide for the construction of power centers using gas for operation, with compensation for their construction at least 50% of the costs.
At the meeting, it was decided to continue work on the implementation of government support measures aimed at increasing the production of potatoes and vegetables in the Amur Region.
