The government has expanded the powers of the Ministry of Science and Higher Education to monitor the spending of grants for the creation and implementation of new technologies in the agro-industrial complex. The corresponding resolution of the Cabinet of Ministers came into force on February 6, reports “Parliamentskaya Gazeta”.
The document amends the Rules for granting grants in the form of subsidies from the federal budget in order to create and implement modern technologies in the agro-industrial complex based on the developments of scientific and educational organizations. Such grants are issued by the presidential decree of July 21, 2016 on measures to implement the state scientific and technical policy in the interests of agricultural development.
The Decree specifies the procedure for granting budgetary funds. The Ministry of Education and Science will check whether the goals and conditions for issuing grants are met. In addition, the requirements regarding the placement of announcements of a competition for financial assistance have been adjusted.
The volume of state co-financing of measures for the creation and development of centers for genomic research was also specified. The document also defines the procedure for assessing the fulfillment by grant recipients of obligations under agreements.
