The event was attended by Aleksey Mayorov, Chairman of the Committee of the Federation Council, Sergey Lisovsky, member of the State Duma Agrarian Committee, Korney Bidzhov, President of the National Union of Agricultural Insurers, Arkady Zlochevsky, President of the Russian Grain Union, Olga Bashmachnikova, AKKOR Vice President, heads of regional AKKOR from Bryansk, Leningrad and Moscow regions. regions, farmers and other participants.
In 2022, 4,492 thousand hectares, or 5,7% of the total sown area in Russia, were insured in the field of crop production. The sum insured and the accrued premium under insurance contracts in the field of crop production accepted for subsidization this year amounted to 169 million rubles and 619 million rubles, respectively.
From 1.01.2022/1/100, subsidies from the sale of 70 ton of grain, including insurance, will be 2024% of the established payment per ton of products sold, excluding 50%, from XNUMX without insurance - only XNUMX%.
“The main problem of agricultural insurance is the procedure for obtaining compensation. Sometimes farmers receive payments only a year after the occurrence of an insured event and in a minimal amount, - says Elena Levchenko, President of ACCOR in the Bryansk Region, Director of the State Budgetary Institution "Competence Center for the Agro-Industrial Complex of the Bryansk Region". — For a farmer, this is an unacceptable gap in cash flow. Statistics on insurance contracts show that farmers are denied in most cases. The farmer does not know and does not fully understand all the nuances of contracts and insurance rules. Insurers, on the other hand, know all the subtleties and understand on what grounds it is possible to refuse payments. Therefore, insurance even without an insured event turns into a loss for the farmer even without the occurrence of an insured event.
A member of the Association for the Support of the Farmer's Movement and Agricultural Cooperation "Union of Farmers of the Leningrad Region and St. Petersburg", the head of the peasant farm Andrey Stepanenko voiced two main questions. First, it is important to improve meteorological observations and increase the number of meteorological stations in order to fix dangerous weather phenomena.
“The second thing I wanted to say is that there is a significant lack of information among farmers about insurance companies, about insurance conditions and possible problems,” Andrey Stepanenko noted.. - Today, the farmer must be a superman in all matters. And he just doesn't have time for it. We need an understandable, convenient insurance product that will actually cover the risks in the event of an insured event. Predictable term of payments, amount of payments and existing risks of non-receipt of payments under the insurance policy.
Earlier ACKOR sent proposals to the Ministry of Agriculture of Russia to improve the mechanism of agricultural insurance, formed on the basis of proposals received from the farming community:
1. Clarify in the regulatory documents - the rules for insurance of agricultural crops, planting of perennial plantations, carried out with state support, formulated in Appendix No. 7 to the State Program for the Development of Agriculture and Regulation of Agricultural Markets developed, the formula for calculating cost compensation for overseeding or reseeding, with the exception of the deduction from the amount of insurance compensation for the cost of the received products or the corresponding part thereof.
2. In the absence of meteorological stations within the regulatory radius covering the location of the farm, provide for the obligation of the Parties in the rules for insurance of crops, planting of perennial plantations, carried out with state support, the possibility of calling an expert from Roshydromet, who can give appropriate opinions on weather phenomena.
To this end, it is necessary, with the help of the regional departments of the agro-industrial complex, to determine a list of regions / regions of the Russian Federation with insufficient agrometeorological equipment, as well as to compile a public list of Roshydromet experts in these territories who will be able to carry out the relevant conclusions.
3. Create working groups at the regional level to consider controversial issues in case of insured events with the participation of regional departments of the agro-industrial complex, as well as at the federal level with the participation of representatives of the Ministry of Agriculture of the Russian Federation.
According to the information provided by the Ministry of Agriculture of the Russian Federation, changes were made to the agricultural insurance rules regarding the formula for calculating cost compensation.
It should be noted that at present, due to climate change, it is necessary to revise the criteria for hazardous weather phenomena. So, at present, in many regions of the Russian Federation, farmers cannot harvest and sow winter crops due to severe waterlogging of the soil. At the same time, the causes of this waterlogging are not recorded as dangerous natural phenomena.
