On the sidelines of the 85th International Trade Fair for Food Industry, Horticulture, Agriculture and Forestry "Green Week - 2020" Head of Rosselkhoznadzor Sergey Dankvert held talks with State Secretary of the Federal Ministry of Food and Agriculture of Germany Beate Kasch.
At the beginning of the meeting, Sergei Dankvert stressed the importance of holding such negotiations, which would make it possible to develop uniform mechanisms for work in the field of veterinary medicine and phytosanitary. The agenda of the meeting included the issue of exporting seed and planting material from Germany to Russia. The German side, in order to exclude the pre-shipment control of seed potatoes intended for supplies to the Russian Federation, expressed its readiness to provide information on the places and sites of production of these products, based on the provisions of the relevant international standards on phytosanitary measures.
The Rosselkhoznadzor, taking into account the interest of Russian business in the supply of Russian potatoes to the German market, invited the German side to consider the issue of the equivalence of the approach in terms of mutual supplies of these products.
In order to formalize the supply of seed material from Germany to Russia, the parties agreed to continue interaction on the issue of authorizing the places of production of these products in Germany, as well as scientific cooperation in the field of plant quarantine.
Representatives of the Federal Ministry of Food and Agriculture of the Federal Republic of Germany invited representatives of the All-Russian Plant Quarantine Center subordinate to the Rosselkhoznadzor to visit the German Plant Protection Research Center in the spring of 2020.
Also during the negotiations, the parties discussed in detail the possibility of transit of cattle through the territory of the Russian Federation with overexposure at special sites for rest and feeding.
Taking into account the differences in the legislation of Germany, the European Union and the Russian Federation regarding the lack of mandatory requirements for such places for animals to be kept and rested, the parties agreed to move towards harmonization and unification of such requirements. At the first stage, the German side will send detailed explanations on this issue and the mentioned requirements for comparative analysis to the Rosselkhoznadzor. After analyzing the information received, the parties will discuss further joint actions to resolve the issue of unhindered transit of animals across Russia.
