From June 29, 2021, the transportation of pesticides and agrochemicals to Russia is offered only through special checkpoints across the border. And the list of them is planned to be very limited. The corresponding draft government decree is undergoing public discussion.
According to it, state control over the circulation of pesticides and agrochemicals will conduct:
- in three cars,
- three air,
- three sea
- one railway checkpoints across the state border.
Two motor vehicles will operate in the Baltic direction (Burachki, Shumilkino). There is also one - in Chinese (Zabaikalsk freight). One railway line will be located in Zabaikalsk. In addition, by sea, special checkpoints will be organized in Vladivostok, Vostochny, Novorossiysk. Two air flights will operate in Moscow (Sheremetyevo and Domodedovo) and one in Vladivostok. Total, according to Ministry of Transport, in Russia there are more than 300 checkpoints across the state border.
The regulation is in addition to the law on the safe handling of pesticides and agrochemicals. From 2021, control over this is returned to the Rosselkhoznadzor. The department will control the import of agrochemicals across the border. Compliance with the rules of their production, sale, storage, use, disposal, destruction and burial. Prior to that, since 2011, Rosselkhoznador was deprived of these powers. Nobody controlled the import entering the country at the border. As a result, according to the calculations of the Russian Union of Manufacturers of Chemical Plant Protection Products. The share of counterfeit pesticides on the domestic market now reaches 30%.
